Fort Crosby was intended to have five guns, supported by an increased fleet based in the area. However, Lord Morley's proposals for the new costal defences were not followed through, but the plans were revived in 1899.
Establishment Of The Fort
"In 1882, a Committee of politicians headed by Lord Morley undertook a review of all the commercial ports of Britain. Liverpool's defences, according to this review, were inadequate"

Fort Crosby was constructed to form part of the fixed costal defences along the Mersey. The battery was armed with three 6-inch breech loading Mk. VII guns to protect area from enemy cruisers.
Initially, Fort Crosby served as headquarters for the Lancashire and Cheshire Heavy Brigade of the Royal Artillery and the Mersey and Barrow Defences. Records show Fort Crosby consisted of a heavy anti-aircraft battery with associated pillboxes, camp buildings and barbed wire obstructions
